While it is next to the National Mall, this area is best understood in three sections, which are further explained in the Technical Assistance Panel (TAP) Kennedy Center Cultural District Land Use Action Plan: Opportunities for Investing in the Future of Foggy Bottom Workshop held on September 27-28, 2023, and its final report issued in Fall 2024. The three areas are shown in Figure 1 – Boundaries of the TAP Study
(1) National Mall Expansion: This area would host various programmed uses, including the American Heroes Sculpture Garden and other possible applications.
(2) Kennedy Center: This area would be deck over, eliminating the flyover access to the Roosevelt bridge with on or below grade ingress & egress.
(3) Foggy Bottom urban interface: This area would consist of a deck over the northwest section of the freeway, connecting the Foggy Bottom neighborhood with the waterfront and Georgetown. It could encompass a development of over 1 million square feet and include the redevelopment of Thompson’s boathouse for the use of GWU and the extension of the riverfront boardwalk to the Kennedy Center and Memorial Bridge.

The expansive TAP study area can be divided into three distinct zones.
This division aligns with the standards set by previous planning efforts in the area, including the Federal Highway Administration’s 2003 Kennedy Center Access Improvements Environmental Assessment and Perkins Eastman’s 2023 plan titled “Repairing and Connecting” (sources: DDOT; NCPC).
